In connection to Jimmy and Allians argument it should be reminded that global leadership (?) of TCF would be something different. Leadership of World Bank, WTO and other regional or International alliance might have some political/economical/loyal/power issues. So, running with the baby food from World bank rather than own might have risk factors as their funding strategy and success story known to all. Jimmy raised the right point, TCF should have his own stand whether it is very small or large. But I will also support Allians burrowing approach from the leading funding agencies if thier conditions comply the Charter of TCF.
Actually an organization like TCF if mandated to be non-polarized, thinks the need of majority of global citizen (Mostly information needs and support to poor), not biased to any super or regional power, knowledge based services with open access to all global community might have different dimension from other leading organizations.
If TCF can settle its track in this way, I hope, all people of different origin, interest, profession cordially connect themselves with the community hub of TCF. Funding would not be a problem at all; technology would spontaneously be added to our basket, human resources would be crowded to share. We people are around you with open mind, big heart and distant vision for Development goals of global community.
I agree with you friend that the TCF should not be tied up with conditions or anything that accompanies the contributions of super or regional powers, or other leading organizations that constraint us from moving forward towards our shared goal of solving digital exclusion, poverty, climate change concerns, and etc. But we are forming an entity or a movement that necessarily should involve all that could be of help to that movement, and therefore, we should be open too to the knowledge, experiences and resources that all others can and will share that could lead us to success and in avoiding costly pitfalls.
The Bank (or a similar facility like for example, TFC Finance Centre) that I am referring to is a facility that will take care of the Financial Management System of the Global Telecentre.org. Such a big network would require judicious management of its financial resource be it coming from grants, endowments, donations, membership fees, financial permaculture, you name it. The idea here is to have a centre for all the global network's financial resources (from all sources) which may undertake such functions as: resource generation and investment, planning and budgeting, funding of programs, projects and activities, among others.
I think TC.org should build strong active communities based on social justice and mutual respect and changing power structures, in order to remove the barriers that prevent people from participating in the issues that affect their lives, There should also be strong for changing existing organizations so that their practices and culture embrace the empowerment of their communities.
TC.org must be focuses on building solidarity among groups of people who share common interests and concerned with building the capacity of people to define and address their problems and visions within the context of their own culture.
Building human capacity of individuals through knowledge creation and acquisition is an influential factor in sustainable development that should not be overlooked;
